Meetings of the Hartford Board of Aldermen and Board of Councimen

The Hartford Board of Aldermen and Board of Councilmen met this evening and considered items related to the Old Town Farm and Sigourney Square Park.

During the meeting of the Board of Aldermen, the Ordinance Committee reported on

  1. An ordinance to ratify and confirm the contracts of the old town farm committee in the sale of the town farm property and to execute and implement these contracts.
  2. An ordinance in place of resolutions accepting Sigourney Square Park.

Both ordinances passed.

  1. The Board of Aldermen appropriated $3,050 to obtain the right of way across private property between Garden Street and the Gully Brook sewer for the proposed Sargeant Street sewer.
  • This appropriation would also cover the cost of building a retaining wall to protect the proposed sewer.
  1. The Board of Aldermen referred a request from L. B. Pierce et al. for the installation of an electric light at the corner of Huntington and Sargeant streets to the Board of Street Commissioners.

The article does not explicitly state that the Board of Councilmen received the same ordinances from the Ordinance Committee, but the Board “acted on all matters in concurrence with the board of aldermen.”  So far, this is the latest reference to the acceptance of Sigourney Square Park that I have found from a meeting of the Board of Aldermen and Board of Councilmen.

On October 28, 1895:

  1. the last adjourned annual town meeting prior to the consolidation of the town and the city of Hartford was held at Central Hall.
  2. the matter of accepting Sigourney Square Park came before the Hartford Board of Aldermen and Board of Councilmen at their meetings.

The Board of Aldermen approved the transfer of funds from the Town of Hartford sinking fund into a new account before ultimately transferring these funds to the City of Hartford sinking fund.

On November 22, 1897, the old town farm committee will make its final report to the Board of Aldermen.

  1. “The ordinance committee reported an ordinance regulating the house during which merchandise may be sold by minors. … This is the result of the agitation about newsgirls selling papers late at night.”
  2. “By Councilman Lyon, a resolution providing that any person who shall throw, drop or place or who shall cause or procure to be thrown, dropped, or placed in or upon any road, highway, street, avenue or public place within the city of Hartford, any glass, tacks, nails, pieces of metal or other substances which are likely to injure or damage a bicycle, or any vehicle commonly called a cycle or wheel, shall be fined not less than ---- nor more than ---. Referred to the ordinance committee.”

“During the disposal of the business from the aldermanic chamber Councilman Kinsella called attention to the fact that there was no quorum, and that business was being transacted illegally.  He did not, however, call for a vote that would disclose whether there was a quorum or not.  A few minutes after, contracts for building sewers by James Campbell and Michael O’Neil came up for approval, and several republican members glanced in Councilman Kinsella’s direction, but nothing further was developed.  The approval of the contracts was concurred in.”

  1. L. B. Pierce was probably Lucy Brown Pierce, who lived at 75 Sargeant Street.
  2. Councilman Kinsella was Richard J. Kinsella.
