The matter of accepting Sigourney Square Park came before the Hartford Board of Aldermen and Board of Councilmen at their meetings tonight.

  1. The Board of Aldermen passed a resolution “accepting Sigourney Square as laid out by the committee on the sale of the old town farm property.”
  2. The Board of Councilmen considered three petitions on old town farm property:
  • First, that the Old Town Farm Committee be authorized to continue operation under the “consolidation act”;
  • Second, that Sigourney Square be accepted as a park; and
  • Third, that the Old Town Farm Committee be continued as a “city committee.”

All three petitions were referred to the Ordinance Committee.

  1. The agenda of the Board of Councilmen:
  • A resolution providing for new polling places
  • Three petitions relating to the Old Town Farm property, one of which related to Sigourney Square Park.
  • A resolution to send to arbitration a property dispute between the City of Hartford and Travelers Insurance Company
  • Item reported on by the special committee on the extension of Dean Street
  • Items reported on by the Board of Street Commissioners
  • A resolution requiring all municipal departments to have the same fiscal year
  • Appointments to a joint special committee regarding a proposed building on the corner of Asylum and Hopkins streets
  • Consideration of matters from the Board of Aldermen

The action taken by the Board of Councilmen, in particular, demonstrates how the effort to consolidate the Town and City of Hartford affected the disposition of the Old Town Farm property, including the acceptance of Sigourney Square Park as a city park.

Work landscaping the park was underway as of May 18, 1895.

The Town Board of Selectmen held their last adjourned annual meeting today.

On December 9, 1895, the Board of Councilmen will accept Sigourney Square as a city park.

“Councilman White introduced a resolution for an ordinance providing that the fiscal year in all city departments be identical; referred to the ordinance committee.” – The implication being that different municipal departments operated on different fiscal years.

  1. The meeting of the Board of Aldermen was called to order at 8:20 PM and adjourned at 10:15 PM.
  2. The meeting of the Board of Councilmen was called to order at 8:45 PM. The time the meeting adjourned was not given.
