This evening, the Hartford Courant interviewed Richard M. Bissell, and he declared it a foregone conclusion that Hartford Fire’s board of directors would agree to purchase the Garden Street Reservoir for $22,000 at their meeting tomorrow, September 30.

  1. Bissell indicated that a title search on the reservoir property had been started, and he did not expect that completing it would take much more time.
  2. Bissell also told the reporter that the company expected to have plans for its new building in about two weeks, but he added that they might move the location of the building back farther from Asylum Avenue in the event they purchase the reservoir property.

The article stated that the new office building would be one of the largest office buildings in the state.

Bissell was, after all, making a prediction about the outcome of a vote at a meeting that wouldn’t take place until tomorrow.

Bissell’s expectation that the plans would be completed in two weeks, or around October 14, was in line with the prediction Henry Perkins made on May 14, 1919 that construction would begin in the fall.

The Hartford Board of Fire Commissioners voted to oppose the sale of the Garden Street Reservoir to the Hartford Fire Insurance Company today.

Whitney Palache announced the board’s decision to accept the sales price on the reservoir property on September 30, 1919.

Bissell described the reservoir property as having several sections, which the reporter connected to the time the title search might take.

Richard M. Bissell was president of Hartford Fire Insurance Company.
