Frank J. Sambor completed an audit of the renovation of 847 Asylum Avenue and certified that the construction costs associated with the project presented fairly.

According to Sambor, the project cost $928,326.

Sambor’s audit did not include several unplanned expenses:

  • $23,600 to remove asbestos from the house
  • $1,000 to re-wire the basement
  • $900 to install temporary heat in the house
  • $1,650 to remove a buried oil tank from the property

These additional expenses totaled $27,150, which would bring the grand total on the project $955,476.

  1. Sambor’s audit included both hard and soft costs that were not itemized. These costs may have included the unplanned expenses cited above, but the City’s inspectors’ assessment of the actual cost of the work done on each permit agreed, in large measure, with Sambor’s certified costs.  The only difference was in the total cost under the initial building permit, which the auditor certified as $533,305 and which the inspectors assessed as $623,858.
  2. The hard and soft costs likely included permit fees as well, in which case the permit fees for the unplanned expenses totaled $448.

The City approved a building permit for the renovation of 847 Asylum Avenue on January 16, 1992.

  1. The audit will be submitted to the City on June 28, 1996
  2. The City will issue a certificate of occupancy on August 26, 1996.

  1. Frank Sambor was a certified public accountant employed at of Haggett, Longobardi & Company.
  2. The total cost of the renovation of 847 Asylum Avenue, as certified by Sambor, is equivalent to $1,911,369.39 in 2025.
  3. The total cost of the renovation of 847 Asylum Avenue, including the unplanned costs and the final assessed cost by the municipal inspectors, was $1,046,314, which is equivalent to $2,154,299.84 in 2025.
