The Asylum Hill Congregational Society submitted a petition for permission to build a church on August 8, 1864.

  1. The Courant reviewed the plans for the church on September 26, 1864.
  2. The chapel would be completed on March 4, 1865.

During this period of time, Hartford’s municipal government had two legislative bodies, the Board of Aldermen and the Court of Common Council.  They met on the same evenings but not at the same time, and they referred matters back and forth.
